My sister likes this guy...?

Ok, so i have a nine year old sister named Rosie and she likes this boy named Markus, She wants me to aask this question, and i want to help her out so, you know, Anyway, She was riding her bike the other day when he rode up to her on his bike, and then started talking about stuff, School,friends, etc. he has always been playfully mean with her and stuff and i am kinda convinced that he has feelings for her, what do you think?
