Who can rescue two macaws?

I found 2 macaws that are neglected with scissor beak and I can't find anyone who has the authority to rescue them. I know scissor beak can be hereditary but with proper grooming it can be treated. One of the macaws can barely eat and the other one is on his way down to that level. They are currently for sale at a pet store in the Great Mall Of The Great Plains in Olathe, Kansas. The store owner doesn't seem effected by the condition of his birds. I tried calling animal control, a local rescue group, and Kansas Animal Health Department but no one seems to have the attority to take the birds. So who can?
